The proposed project intends to address absolute priority 2: Developing or improving models to measure and assess student progress or student growth on State assessments under section 1111(b)(2) of the ESEA and other assessments not required under section 1111(b)(2) of the ESEA. The project is designed to be a research and application project. Specifically, the research component intends to develop and research growth models used to monitor the progress of English learners? progress towards English language proficiency among participating states; the application component intends to develop an English Learner Program Survey Instrument (EL Program Survey Instrument) and use the data from this instrument to link state growth model results with state English learner program implementation and intervention strategies to assist states in effectively monitoring and applying growth model results towards meaningful consequences.
