This project is tasked with the following: 1. Review and provide comments on benefit-cost analysis literature review prepared by CICWQ, focusing on benefits created by installation of Low Impact Development (LID) stormwater runoff retention best management practices (BMPs) per the requirements of the North and South Orange County, California Municipal Separate Storm Sewer System Permits for new and redevelopment projects. 2. Identify environmental benefits created by LID BMPs required for compliance with Orange County MS4 permits. LID BMPs that meet the retention performance standard are identified in the Orange and San Diego County BMP design manuals. Produce list of benefits, define benefits, explain benefit rationale, and cite sources of information. 3. Categorize and prioritize benefits according to common elements including ability to meet water quality permit conditions, provide water supply augmentation, and create measurable environmental benefits (for example: avoided cost of treatment, augment or replace water supply, sequester carbon, create habitat, etc.). Produce category and a ranking list, and justification for ranking. 4. Using benefits category and ranking lists, identify appropriate and suitable methods and calculation procedures for determining monetary environmental benefits of LID BMPs using literature and report sources, and professional experience. Identify other suitable metrics for evaluating non-monetizeable benefits. Identify basis for method and identify calculation procedures including necessary input variables and calculation results. 5. Perform benefit cost analysis calculations for two case study land development projects implementing stormwater runoff retention best practices that meet Orange County MS4 permit performance standards. Input cost data (capital and O&M and other input costs) will be provided by CICWQ and supplemented by A and other sources as needed. Product will be spreadsheets and supporting narrative explanation of results. 6. Produce results in 2-part report: Environmental BCA Methods and Calculations, and Benefits-Cost Analysis of Orange County Development Case Study Scenarios.
