CSUN's Northridge Consulting Group has long experience evaluating youth and social services programs, for the City and the State. CSUN wrote the evaluation design for the P3 proposal and will serve as the third party evaluator for the Federal P3 grant. The Federal Government required that the evaluation focus on the ultimate outcomes of the program using a matched pair design. The City received only $700,000 for the entire project. The bulk of the evaluation budget, of $270,000 will be spent on the summative evaluation of impacts on youth. The goals of the P3 initiative are much broader and more systemic, than just impacting a limited number of youth. The policymakers envision the projects as totaling reshaping how youth services are delivered in LA County. With this broad vision in mind policymakers have raised additional questions an evaluation should answer. Including: 1. Does the P3 program create sustainable change in how these youth services are delivered throughout the county? 2. Has the P3 program leveraged resources and thus increased the resources available to these youth? 3. What new and innovative practices have emerged from the innovation hive that is to be built around the P3 initiative?
