Vulnerable populations have been defined in various ways in differing contexts. A new approach to understanding these populations is through a more comprehensive contextual focus called the whole community approach, which attempts to understand the assets and deficits throughout an entire community and to strengthen the resilience of the entire community in the face of various threats (environmental, health, etc.). Systematically identifying these vulnerable or 'at-risk' populations is an important first step in this holistic approach. Updated analysis and monitoring of these vulnerable populations is needed in Los Angeles County to provide relevant and appropriate public health interventions via the whole community approach. As such, developing systematic updated GIS mapping and analysis techniques to identify these vulnerable populations is an integral part of a continued monitoring process.
